Firearms Identification Card

In the State of New Jersey, a Firearms Identification Card is required to purchase long-arms, including shotguns, rifles, black powder, "BB" rifles, pellet rifles, & ammunition.

  • Must be (18) years of age or older.
  • First time applicants must be fingerprinted.
  • The local licensing authority depends on your area of residence.  You must contact your local Police Department or the State Agency in which you are requesting licensing.

Permit to Purchase a Handgun:

A Firearms Identification Card is required when applying for a Permit to Purchase a Handgun.

  • Must be at least twenty-one (21) years of age.
  • Must be a resident of The State of New Jersey.
  • Permit holders may purchase handguns from any private citizen or licensed gun shop in New Jersey.
  • Not eligible to purchase or receive a handgun from another state unless the sale is processed through a licensed firearms dealer in The State of New Jersey.
  • Permits are valid for 90 days from the date of issue. The permit is then automatically extended an additional 90 days.

How to apply for a Firearms ID Card and/or Purchaser’s Permit

Step 1: You must access the following website.  www.njportal.com/NJSP/fars

  • FARS will automatically time out in 20 minutes if you do not complete or save information
  • Have all the information on your references that you need – accurate addresses/phone numbers
  • You can apply for both ID cards and permits to purchase at the same time.

Step 2: Enter the following ORI# NJ0140900.  If successfully entered it should display Dover PD.

Step 3: Complete the online application.  You can complete the application by using a smartphone, mobile device, laptop and or desktop computer that has internet connection.  When completing the application you will need the email address of two (2) reputable references.  

Step 4: You must respond to the Dover Police Department, 37 North Sussex Street Dover, NJ 07801 to pay for your INITIAL FID Card and or Pistol Purchase Permits. Non-refundable payment is required to be made prior to the completion of the background as per NJAC 13:54-1.4.

The background investigation [conducted by Dover P.D. Detectives] will not begin until the applicant has been fingerprinted and their references have completed the online reference questionnaire.

The applicant MUST enter their "Official Name." They cannot utilize simplified versions of their names such as "Joe" for Joseph.

Please ensure that correct cell phone numbers and email addresses are provided so that we may contact you for any missing information.

Your name must appear exaclty as it appears on your government issued document (i.e. driver's license). Note: If your information does not match, you will need to re-apply. Fees are NON-REFUNDABLE. Enter your CURRENT personal information as listed on your dirver's license. If your driver's license is NOT updated, please enter your information as listed on official government identification. Updating your driver's license is recommended for a successful NICS check. You MUST LIST YOUR CURRENT LEGAL NAME. If your current legal name does NOT have a suffix, DO NOT ADD a suffix in this application. If your last name changed due to marriage, YOU MUST ALSO LIST your MAIDEN name. 

If you are applying for an initial Firearms Identifation Card, after completing the FARS application, you will be required to make an appointment for your fingerprints to be processed. Instructions will be provided on the confirmation page. You have 90 days from the date of the application to have your fingerprints processed. Failure to do so will result in your application being automatically withdrawn from the FARS system and it will be necessary to reapply. 

Any errors in the information entered may result in a delay in your background investigation and issuance of your Firearm ID Card and/or Permit to Purchase a Handgun. 

If you have resided outside of NJ within the last 10 years, you must also complete this  Consent for Mental Health Records form S.P.  066 Once completed, this form must be forwarded to the Detective Sergeant Wojtylo by e-mail (wojtylo@doverpolicenj.org), regular mail or dropped off in-person at Dover Police Headquarters. 

Once processing for the E-FID card has been completed & approved, you will receive an email from the New Jersey State Police (NJSP) with a link to your E-FID card. You MUST print, save, and/or screenshot your card. You have a limited amount of time to retrieve your new card, it is recommended you complete this step immediately upon approval. If the link expires you will need to re-apply. 

Once processing for the E-permit(s) has been completed you will be notified via email from the NJSP as to whether your application was approved or denied. If the permit(s) were approved, you may proceed with your purchase. 

The fee for a new Firearms ID Card is $50 (onetime fee and no charge for replacement / change of address) and each Firearms Permit is $25.

Concealed Carry Permits

  • All Concealed Carry Permits must be processed through the portal.
  • The ORI# is NJ0140900
    • BEFORE YOU START THE PERMIT PROCESS, PLEASE MAKE SURE YOU HAVE THE FOLLOWING INFORMATION:
    • FID card /SBI Number
    • Upload a recent Photograph (on a light background including head and shoulders)
    • One (1) training record completed within the past two (2) years, instructor name (certificate), and qualification date
    • Personal information: including Social Security Number, and Driver's License Number
    • Background Information
    • Contact Information for four (4) non-family references (cannot be related by blood or law)
    • Information on handguns to be carried
    • $50 Application Fee to be paid to the State of New Jersey
    • $150 Application fee to be paid to the Town of Dover by Money Order only.
