Residential Heating Requirements

With winter around the corner, it is important to make sure that your heating systemis functioning properly. The Town of Dover’s Code Enforcement Department has inspected several tenant occupied homes in Town that are operating without a functioning heating system. Please be advised that if you are a tenant in a residential building it is the property owner’s responsibility to provide you with a working heating system. We have discovered homes being heated solely with portable electric heaters. This overuse of portable electric heaters is a violation of the Town of Dover’s Property Maintenance Code (PMC) and can be very dangerous as electrical systems are overloaded and improper use of extension cords with heaters can be a fire hazard. Under the PMC every dwelling unit shall be provided with heating facilities capable of maintaining a room temperature of 68 degrees from 6:30am – 10:30pm and 65 degrees during other hours (see section 601.1 of the PMC). If your heating system isn’t working properly and the property owner hasn’t responded to the problem please contact the Code Enforcement Department at 973-366-2200 ext. 2114 to notify us.
