New Storm Water Ordinances

New Storm Water Ordinances were adopted requiring outdoor dumpsters to be covered, and retrofitting of drainage inlets when repaving private parking areas.

Under a requirement by the NJDEP, as a condition of the Town of Dover's Storm Water Permit, new Storm Water Ordinances were adopted requiring outdoor dumpsters to be covered and retrofitting of drainage inlets when repaivng private parking areas.
Ordinance 21-2010 requires dumpsters and other refuse containers that are outdoors or exposed to stormwater to be covered at all times and prohibits the spilling, dumping, leaking, or otherwise discharge of liquids, semi-liquids or solids from the containers.
Ordinance 20-2010 requires the retrofitting of existing storm drain inlets which are in direct contact with repaving, repairing, reconstruction, or resurfacing or alterations of facilities on private property, to prevent the discharge of solids and floatables (such as plastic bottles, cans, food wrappers and other litter) to the storm sewer system. Repairing of potholes is exempt. Residential lots with one Single Family Dwelling are also exempt. The following are examples of inlet grates and curb pieces that meet the ordinance requirements:

The Town of Dover Engineering Department should be contacted for additional details regarding how to comply with the Ordinance. Remember, you do not need to do anything unless you are repaving, repairing, reconstructing or resurfacing a facility (e.g. parking area) on private property.
